Best friend drama.. help..?

so me and my friend jake have been best friends for about 5 years. i've really liked him a few times, and he just always says he just sees me as a sister. cool. recently, i've been really over him and moving onto new guys, that i really like. It seems that whenever i am around other guys more, jake flirts with me 100 times more the next time he seems me, like grabbing my hand, or flirting, or playing footsie under a table or something stupid like that. but cute little stuff. if he doesnt like me, and just wants to be a brother figure, why hasnt he moved on to other girls, and why does he seem to keep trying to keep me from moving on. we're still best friends, and are together pretty much 24/7, talk on the phone at least 3 hours a night. yea its bad. so what is up with this? is he jealous? how should i handle this? cuz he's tearing me apart cuz im always going to have feelings for him, especially when he pulls stuff like holding my hand and stuff. help!
