How do I get rid of sunburn using PSE 8?

I have looked it up online and it says to use the lo tool to circle an area that is very sunburned, then create an adjustment layer of selective color...but I cannot find selective color...I'm sure it's something very simple sitting right in front of me, but for some reason I can't figure it out. And I figured since so many of your are photographers and graphic designers or just have a good knowledge of PhotoShop Elements 8, that someone would know how. Thanks so much, I really appreciate it!
